For those of you who are planning to get married (especially if you're Filipino) must secure a CENOMAR or proof of singleness from PSA.
The counterpart of CENOMAR is the AOM (Advisory on Marriage). It is necessary to obtain an AOM most especially for those applying for spouse or fiancé(e) visa. The AOM shows how many times you got married and whom you were married to. Once marriage is registered or reported, you will be able to get the Advisory on Marriage.
How to obtain AOM is very easy. Just visit the nearest PSA office and fill out a green form for CENOMAR. However, if there's no record of marriage reported, you'll receive the certificate of no marriage. I went to PSA Cebu to request two copies of our Advisory on Marriage which costs Php195 per copy. Why two copies? So my husband and I can have extra copy. :D
There are a lot of ways one can request for PSA documents such Birth Certificate, Death Certificate, Marriage Certificate and CENOMAR (Certificate of No Marriage).
One way to request is to visit PSA Office at the earliest time possible. For most people who want it done it one day, they start to fall in line as early as 4:00 am so one can get a priority number. Fee for getting Birth Certificate, Death Certificate, Marriage Certificate is Php140 and CENOMAR is Php195.
For color coded application forms: White Form - Birth Certificate, Yellow Form - Death Certificate, Pink Form - Marriage Certificate and Green Form - CENOMAR/ AOM
The alternative way which I consider the easiest way is through E-census site. Fee for getting PSA Documents is a little expensive compared to first option. However, it saves you from waking up early and falling in line under the heat of the sun. For Birth Certificate, Death Certificate, Marriage Certificate will cost you Php315 per copy and CENOMAR/AOM will cost you Php415 per copy. Your documents will be delivered right at your doorstep in 3-5 working days within Metro Cebu and 4-9 working days in provinces within the Philippines.

DeletePer PSA's definition: A Certificate of No Marriage Record (CENOMAR) is simply what its name implies. It is a certification issued by the PSA stating that a person has not contracted any marriage. Also called a certificate of No Record of Marriage or Certificate of Singleness.
However, AOM (Advisory on Marriage) shows how many times you got married and whom you were married to. Once marriage is registered or reported, you will be able to get the Advisory on Marriage.
You must register your marriage first before you are able to request for a copy of your AOM.

A marriage certificate is a document containing the important details of marriage, signed by the couple and by all in attendance whereas an Advisory on Marriage is a document you need to obtain from PSA stating that you are legally married to your husband/wife.

DeleteYes; anyone can request for the PSA Certificates of another person. However, the requested PSA Certificate may only be issued to (delivered) or received by the following:
The owner himself or a duly authorized representative;
Owner's spouse, parent, direct descendants, guardian, or institution legally in-charge of him/her, if minor;
The court or proper public official whenever absolutely necessary in administrative, judicial, or other official proceedings to determine the identity of a person;
In case of the person's death, the nearest of kin.
Person receiving the documents must present the following:
Authorization letter from the owner (if recipient is not the owner).
Valid ID of the owner
Valid ID of the authorized representative

In my case kasi sa ibang country kami nag pakasal tapos we report naman namin kaagad. after one month nag inquire ako ng AOM but hindi pa daw na padala ng Embassy is there other way po ba na ma expedite yung report of marriage. And if mapadala ng embassy kasi sabi nila 2 months pa daw kailan po makakuha ng AOM? salamat need lang kasi namin.

ReplyDeleteDuring your US Visa interview at the US Embassy Manila, you will receive an email listing all the documents you have to bring with you to your interview. As I have mentioned in my previous comment, regardless of status, you would have to still request for CENOMAR.
ReplyDeleteFYI Regardless if you are SINGLE or MARRIED, you would have to request the same FORM from PSA which is called CENOMAR. However, if you have already reported your marriage, you will receive its counterpart which is the AOM or Advisory on Marriage.

ReplyDeleteIf thats what being instructed then you must follow it. My experience might not be applicable to your case. However, to answer your question, on the day I claimed my AOM, I noticed that the place of marriage was incorrect so I informed the staff immediately. I had to talk to their head supervisor since I already got so many delays from requesting for my Report of Marriage. They were considerate enough to correct it in their database while I stayed outside their office. I only waited less than an hour and they gave back my corrected AOM.

Kasi nagpa kasal kmi ng husband ko sa Hongkong at naireport na rin po iyong marriage namin sa phil consulate , at nag hintay po ako ng Email galing sa phil consulate stating that Na e transmit na nila ang ROM namin dito sa PSA , at pwedi na ako kumuha ng CRS form 5 , so nagpunta nga ako ng PSA dito sa Cebu but CENOMAR yung binigay sa akin , ano po dapat kung gawin ?

ReplyDeletehow long have you been married actually as far as i know it takes three to six month from married. or unless you make expedite for your marriage certificate. They cannot release AOM if your marriage certificate is not yet posted in PSA

Then magbigay sila ng document date when nila narecord dapat mag ask din kayo para pag dating ninyo sa office where you get AOM maka verify kayo na may AOM na kasi pag wala Cenomar parin ang lalabas
